Getting a replacement Glock Frame with a different serial number would have required a new permit. My dealer apparently sent multiple frames out for repair at Glock --- and Glock apparently had a way of importing a new frame with the identical serial number. The process took a while --- because the replacement frame had to come from Austria. (It's possible the damaged frame had to get there first....)
I have been told they simply remove the serial number plate from the frame, insert into the machine that makes frames at the appropriate point, and voilà!, new frame with the same serial number. Of course, I also may just be reporting Rumor Control here.
Of course, I've also been told that at times Glock has simply replaced frames with new frames with different serial numbers, and supplied the customer with paperwork explaining why they have a gun with a different serial number on the frame. So who the hell really knows?
If the serial number of the frame begins with a single letter ("G") it was manufactured as a replacement frame. It it has a two or three letter prefix it was originally manufactured for a complete firearm.
Seems closer to season 3 of The Wire (2004). The drug dealers use prepaid cell phones, for which they hire a driver to go long distances to purchase. The detectives pick up the discarded phones, take the serial numbers, and get the phone company to disclose where those phones were sold.
