Since the game needs to open and read its new textures the first time it is run after upgrading to a new graphics card, it installs these new textures after the game starts so you don't need to install them manually. This is very convenient. After you install the installation creates entries in your registry that allow you to disable downloading and installation of new textures manually. A simple CMD run uninstaller would un-install them. Using some registry tweaking (and a little knowledge) you can do the same thing for yourself.
